You create a profile and make it available to the investors.

AngelList was founded back in 2010 by Naval Ravikant and Babak Nivi. The founders used traction from the Venture Hack blog on entrepreneur financing and developed a list of 25 investors with whom they would share interesting businesses to invest in.
